I was so annoyed by this problem I created an image with screenshots of the steps to take for anyone else with this issue at In the control panel, by disabling the entry "HID-compliant vendor-defined device" in the HORIPAD mini4 Properties, the controller is now detected only once and is fully functional. Sure enough, it was listed there twice as well. I noticed it was showing up twice in some menus in different applications and this post clued me in on checking out dxdiag. I had a similar issue with the horipad mini4 VID_0F0D&PID_00EE running windows 10.
